Quick answer: One IP67 job quoted 5100 to 9200 CNY at SGS, TÜV and BV over 5 to 11 working days, a 1.8x spread; case test lab choice is about subcontracting.

1. Why quotes differ by 1.8 times
One 520 mm × 420 mm × 220 mm polypropylene case, one IP67 outline of 8 h dust and 30 min immersion at 1 m, four quotes: BV 5100 CNY, SGS 6800 CNY, TÜV SÜD 8600 CNY, TÜV Rheinland 9200 CNY. The widest gap is 4100 CNY and every report runs 6 pages.
Instruments do not explain it. A dust chamber and an immersion tank sit in all four labs, worth about 300 CNY of depreciation per project. The gap is templating and signature routing at roughly 20%, sample freight at 5% to 10%, and subcontracting for the rest.
| Lab | Quote (CNY) | Lead time (working days) | Location | Subcontracted |
|---|---|---|---|---|
| BV | 5100 | 5 | South China, in-house | No |
| SGS | 6800 | 11 | East China, tank sent south | Partly |
| TÜV SÜD | 8600 | 7 | East China, in-house | No |
| TÜV Rheinland | 9200 | 8 | East China, in-house | No |
Read it carefully: 6800 CNY is not the SGS list price but the post-transfer price, because the east books the sample and the south runs the immersion. When the eastern tank has a free slot, the same file falls to 6200 CNY over 6 working days.
2. Lead-time arithmetic for IP ratings
Five working days means booking on Monday, IP6X dust for 8 h on Tuesday, IPX7 immersion for 30 min on Wednesday, a draft on Thursday and a signature on Friday, all on one floor.
Eight working days adds three, both from internal review: photo records at booking and technical sign-off before release. Skip them and nothing ships; run them and the fastest bench still needs 5 working days. Ask how many reviews sit between booking and signature.
Transfer is the costly variable. East China books, South China immerses, 2 days of line haul, 1 day of re-registration and 3 days of requeue build the 11 working days. A 40% expedite pulls it to 4 days if the lab bumps another order.
ISTA 3A runs elsewhere on the clock: 3 samples, 10 drops, 180 min of random vibration and 24 h of stacking, in three blocks with inspection between them, hence 7 to 10 working days. The same bench that does IP in 5 days takes 9 for ISTA 3A, which is physics, not inefficiency.
3. Lab location and sample freight
A 520 mm empty case weighs 4.2 kg, 7.5 kg crated, at 260 CNY per consignment by road and 780 CNY by air. One IP sample both ways is 520 CNY.
That sum lands differently: 10.2% of a 5100 CNY job and 5.7% of a 9200 CNY job. Cheap quotes are the ones freight punishes, which is why one report can differ by 800 CNY between two cities.
Sample count sets the ceiling. IP projects send 1 case; ISTA 3A sends 3, crated to 22.5 kg, at 690 CNY one way and 1380 CNY return, before pickup and pallet recovery.
Deliver it yourself and two consignments plus 1 day of transit disappear, though nobody signs the receiving sheet for you, so any dent becomes yours. A lab pickup at 300 to 500 CNY per trip is the middle route.
4. Report acceptance with overseas buyers
Acceptance starts with the buyer's approved list, not with the report. European industrial and automotive buyers name TÜV SÜD, TÜV Rheinland or BV; North American retail and electronics buyers lean to SGS and BV; Middle East tenders name SGS most often.
All three carry CNAS and ILAC-MRA marks on page one, and cross-border acceptance rests on those marks, not the logo. With the scope listed and methods written as ISO 20653 and IEC 60529, few European buyers reject a file for being BV rather than TÜV.
What does block a shipment is a named-brand clause. Once named it is not negotiable, even against 4100 CNY, so ask in writing whether an equivalent accredited report is acceptable before requesting quotes.
Letterhead and language cost extra: 200 CNY for a new consignee name, 3 working days for an English issue, 400 CNY per extra language plus 2 days.
5. In-house versus subcontracted labs
Subcontracting is not a failure, but it must be visible. One check settles it: does the tested address on page one match the contracting entity on the order?
An in-house bench tests, signs and reports from one address, so a disputed point reaches the technician who ran it. A subcontracted file needs the raw record pulled, usually two weeks, and those two weeks become the delivery date.
Two more costs follow: 3 to 6 days of extra lead time, and a method column carrying only the prime lab's code. Write both into the contract, with subcontracting declared at quotation and records open within 5 working days.
In-house is not automatically fast: peak season pushes a bench to 8 working days, while a light second-tier city lab finishes in 5. Ask about the queue, not the brand.
Conclusion
Run the case test lab choice backwards: fix the report the buyer accepts, then the lab, then the price. Where TÜV is named, pay the 9200 CNY, because 4100 CNY cannot cover a rejected file. Where the buyer asks only for IP67 with an accredited mark, a 5100 CNY in-house bench finishes in 5 working days. In between, read the quotation: freight above 10%, a lead time beyond 8 working days, or an address that does not match the contracting entity. Two of those three mean a transfer is priced in.
| Project type | First choice | Quote (CNY) | Lead time (working days) |
|---|---|---|---|
| Routine IP rating | BV or a local in-house bench | 5100 to 6800 | 5 to 6 |
| Export order naming TÜV | TÜV SÜD | 8600 to 9200 | 7 to 8 |
| ISTA 3A transport packing | SGS or TÜV Rheinland | 12000 to 15000 | 9 to 10 |
| Expedited retest | Any in-house bench | plus 40% | 4 |
